Who We Are
The National Dental Advocacy Program (NDAP) is a nonprofit initiative dedicated to bridging the gap between patients and the dental healthcare system. Formerly known as the Patient Advocate Program, NDAP was founded to provide comprehensive support, education, and advocacy for patients navigating dental care challenges — especially seniors, individuals with disabilities, and those with limited access to care.
What We Do
We serve as a trusted resource and guide for individuals who need assistance understanding, accessing, and affording dental care. Through advocacy, education, and direct support, our team empowers patients to make informed decisions, overcome barriers, and receive the care they need and deserve.

Assisting with Medicare, Medi-Cal, and private insurance

Advocating for dental rights and access on a local and national level

Connecting patients with mobile and tele-dentistry clinics in underserved communities (future goal)
Why We Were Created
Personal Experience
Founder Shelbey Arevalo having worked 15+ years in the dental industry, established the program after navigating the dental care system on behalf of her father, who is permanently disabled and wheelchair-bound.
Identified Need
That experience revealed how difficult it is for patients to access the care they need—particularly seniors and those with complex health needs.
Mission Born
NDAP was born from the desire to be a voice for these patients and help reshape how care is delivered and understood.
Who We Serve
NDAP provides services nationwide, with both virtual and phone-based patient advocacy support available across the U.S. We also provide local, in-person support and educational outreach in California — currently serving senior living facilities, caregivers, and clinics in:
  • Chico
  • Roseville
  • Sonoma
  • Auburn (...and expanding)
We focus especially on:
  • Seniors (65+)
  • Patients with disabilities or mobility challenges
  • Sleep medicine and oral appliance therapy patients
  • Pediatric and underserved populations
  • Caregivers, family members, and support networks
  • Patients with a medical or dental billing discrepancy

Much like a medical advocate, our dental advocates help patients make empowered decisions about their care. Our advocates do not provide direct dental care—but we facilitate access to that care with compassion, expertise, and patient-centered values.
